Message aux membres de TIG ! CMJ 2008
About this event: 4th World Youth Congress - Quebec City 2008
|

Salut Eric,

How is artificial rain produced?
|
Many of you heard about Artificial Rain being produces in Beijing during the Olympics...here is a basic procedure for making artificial rain... :)
The need to develop and improve rain-making techniques in terms of design, operation, monitoring and evaluation by giving them a more scientific character is today's need.
This includes using computers to study cloud formations and help the rain-making operations achieve the goals of the project. The role of weather modification, or rain-making, is an important component in water resource management.
The process involved in artificial rain-making involves three easy-to-understand stages. The first stage is agitation. That is using chemicals to stimulate the air mass upwind of the target area to rise and form rain clouds.
The chemicals used during this stage are calcium chloride calcium carbide, calcium oxide, a compound of salt and urea, or a compound of urea and ammonium nitrate. These compounds are capable of absorbing water vapour from the air mass, thus stimulating the condensation process.
The second stage is called building-up stage. Here the cloud mass is built up using chemicals such as kitchen salt, the T.1 formula, urea, ammonium nitrate, dry ice, and occasionally also calcium chloride to increase nuclei which also increase the density of the clouds. In the third stage of bombardment chemicals such as super-cool agents: silver iodide and dry ice are used to reach the most unbalanced status which builds up large beads of water (Nuclei) and makes them fall down as raindrops.
In planning every stage a high degree of expertise and experience is required, in selecting the types and amounts of chemicals to be used, while taking into consideration weather conditions, topographical conditions, wind direction and velocity as well as the location or delimitation of the area for chemical seeding. Several other ideas are also involved in rain making. Rockets containing rain-making chemicals can be fired into the clouds either from the ground or from aircraft.
A jet of rain-making chemicals is shot from a highly pressurised cannister directly into the cloud base, so as to coerce clouds which normally hang above mountain tops to cluster up and rain on the mountain or their slopes.
Rain-making chemicals are added to super-cooled clouds, i.e., those at altitudes above 18,000 metres, to stimulate the formation of ice crystals in the cloud or cloud cluster.

Mugabe heckled by opposition during opening of parliament....
|
By ANGUS SHAW, Associated Press Writer Tue Aug 26, 2:09 PM ET
HARARE, Zimbabwe - Opposition legislators jeered President Robert Mugabe on Tuesday as he opened Zimbabwe's parliament, singing and chanting and sometimes drowning out his voice.
The rare show of defiance — broadcast live on national television — set the stage for a combative legislature, even as Mugabe and his political foes try to negotiate a power sharing arrangement after disputed elections.
Mugabe's speech could sometimes not be heard over the jeers of his opponents, who clapped and sang songs deriding him and the ZANU-PF. "ZANU is rotten. You are great liars," they sang.
"We are tired of you," they shouted.
Looking annoyed, Mugabe first raised his voice then raced through the final lines of a speech railing against the West for sanctions it has imposed on people and companies linked to him, including travel bans and asset freezes.
Mugabe has ruled Zimbabwe with increasing authoritarianism since declaring independence from its former colonizer, Britain, in 1980 and had turned parliament into a rubber-stamp body.
But, with the country in economic freefall, the opposition Movement for Democratic Change has gained a strong following in recent years and this March clinched a parliamentary majority, posing the most serious threat yet to the 84-year-old leader's decades-long rule.
Tuesday's raucous session may be a glimpse into a future of bitter debates and close votes in parliament.
Opposition legislators also presented a petition Tuesday pointing out that the opening of the parliament was "a clear breach" of the agreement that led to power-sharing talks.
It called Mugabe "the illegitimate usurper of the people's will."
The petition also condemned the arrests of opposition legislators. When parliamentarians reported Monday to be sworn in, two were arrested. A third opposition legislator who is on the team negotiating power-sharing was arrested at his home early Tuesday, the opposition reported.
Opposition spokesman Nelson Chamisa said the arrests are an attempt to subvert his party's slight majority in parliament.
Some 2,000 opposition activists remain jailed in Zimbabwe months after March 29 elections where they garnered more votes than Mugabe and his party.
Mugabe reacted violently, unleashing soldiers, police and militants accused of killing nearly 200 opposition members, breaking the limbs of thousands and forcing tens of thousands from their homes with fire attacks.
In March, Morgan Tsvangirai's Movement for Democratic Change won 100 of the 210 seats in parliament, upsetting ZANU-PF's long-held majority. Mugabe's party won 99 seats and a splinter opposition faction won 10. An independent who broke away from Mugabe's party has the remaining seat.
In parliament Monday, the opposition's Lovemore Moyo won the race for speaker by a surprising 110 votes to 98. The ballot was secret, but Moyo apparently got votes from both Mugabe's party and the splinter faction to win a post that puts him in charge of parliament's debate and schedule and gives him the power to appoint committee chairmen.
Parliament's first order of business will be to approve funds for government ministries and projects — a budget vote that normally would have been completed months ago. So government business will remain largely paralyzed until legislators meet again on Oct. 14.
If the opposition continues to win support from the splinter faction, it would have the simple majority needed to block those funds. But if there is deadlock, Mugabe could dissolve the assembly and rule by decree. It is unlikely the opposition could summon the two-thirds vote needed to impeach Mugabe.
Meanwhile, there is a standoff in the negotiations over how Tsvangirai and Mugabe would share power.
Tsvangirai beat Mugabe and two other candidates in presidential elections held alongside the legislative balloting, but did not gain the simple majority needed to avoid a runoff. Mugabe held a one-man runoff and declared himself victor despite Western condemnation.
The opposition blames Zimbabwe's crisis on Mugabe's increasingly autocratic and corrupt rule. Zimbabwe began unraveling after Mugabe ordered the often-violent seizures of white-owned commercial farms for landless blacks. Instead, most farms went to Cabinet ministers and generals who let the land lie fallow and destroyed the country's economic base.
Mugabe has repeatedly blamed his country's woes on European and U.S. sanctions, which he called illegal on Tuesday.
"Sanctions must go," he said, to cheers from his supporters. "They cannot last a day longer if we as Zimbabweans speak against them in deafening unison." The sanctions target people and companies linked to Mugabe with travel bans and asset freezes.
While they are meant to spare ordinary Zimbabweans, already suffering from chronic shortages of food, medication, electricity and water, Zimbabwean officials say the sanctions help discourage foreign investment, loans and aid.
More than a third of Zimbabweans depend of foreign food aid but Mugabe has barred charities for handing out the food, charging they were favoring opposition supporters. Opposition legislators on Tuesday called on Mugabe to honor his agreement to allow food to be distributed, signed as a prerequisite for the power-sharing talks.

Police investigate possible plot to kill Obama at Invesco
|
Judi Villa April M. Washington Mon Aug 25, 10:08 PM ET
Authorities are investigating a possible assassination plot against presumptive Democratic presidential nominee Barack Obama.
At least four people have been arrested in connection with a possible plot to kill Obama at his Thursday night acceptance speech at Invesco Field at Mile High, according to CBS4 News. The suspects are being held on either drug or weapons charges.
Aurora police arrested a longtime drug user Sunday afternoon during a routine traffic stop where the man was seen "weaving," sources said. Three possible other accomplices also were arrested, according to police.
Police found four weapons, including two rifles and two handguns, in a rented pickup.
That arrest then led authorities to a second man staying at the Cherry Creek Hotel at 600 South Colorado Blvd in Glendale. When authorities knocked on the man's door, they say he jumped out of his sixth floor window, landing on an awning and running from the scene. They say they soon found him with a broken ankle. He too was arrested.
CBS4 reported one of the suspects told authorities they were "going to shoot Obama from a high vantage point using a ... rifle … sighted at 750 yards."
Law-enforcement sources told CBS4 that one of the suspects "was directly asked if they had come to Denver to kill Obama. He responded in the affirmative."
One of the suspects has been identified as 28-year-old Tharin Gartrell.
Police found a rifle in the man's rented pickup and methamphetamine. The man allegedly made comments about Sen. Obama, but sources wouldn't say what they were.
It was enough, however, to make police believe the man might have been plotting to somehow harm Obama.
A second source told CBS4 News that they are concerned they may have come upon a possible "assasination plot."
The Secret Service, ATF and U.S. Attorney's Office are investigating.
Brian Maass of CBS4 News contributed to this report.

Baby pronounced dead lives after hours in cooler
|
JERUSALEM (Reuters) - A stillborn Israeli baby who was pronounced dead by doctors "came back to life" on Monday after spending hours in a hospital refrigerator.
The baby, weighing only 600 grams at birth, spent at least five hours inside one of the hospital's refrigerated storage units, before her parents, who had taken her to be buried, began noticing some movement.
"We unwrapped her and felt she was moving. We didn't believe it at first. Then she began holding my mother's hand, and then we saw her open her mouth," said 26-year-old Faiza Magdoub, the baby's mother.
The baby was pronounced dead several hours earlier, after doctors at Western Galilee hospital in northern Israel were forced to abort her mother's pregnancy because of internal bleeding. Magdoub was 23 weeks into her pregnancy.
"We don't know how to explain this, so when we don't know how to explain things in the medical world we call it a miracle, and this is probably what happened," hospital deputy director Moshe Daniel said.
The baby was then taken to the hospital's neonatal intensive care unit for further treatment, but doctors were not sure how long she will live.
Motti Ravid, a professor of internal medicine, told Israel's Channel 10 that the low temperature inside the cooler had slowed down the baby's metabolism and likely helped her survive.

Mon compte-rendu- Congrès Mondial des Jeunes
About this event: 4th World Youth Congress - Quebec City 2008
|

4 Steps To Learn Anything.
|
To learn anything, you must first examine any psychological barriers you might have and accept that no matter how difficult a subject or topic is, you have the ability to learn and understand it -- even if you’ve tried before and failed. This applies to learning everything from chemistry to in-line skating to certain mastodonic tracks on Guitar Hero.
While it is virtually impossible to account for so many different learning styles and personalities, the following four steps to learn anything can still be helpful for anyone when approaching unfamiliar content or trying to grasp difficult or complex material.
These steps to learn anything attempt to give some enjoyment and apply practical experience to the process of learning.
step 1
Find someone to learn with
In trying to learn anything, finding a learning buddy usually does the trick. While some people might scoff at the idea of finding another person to learn with, there are, in fact, plenty of positives associated with group learning, like:
* Accountability: You are held accountable for learning and understanding material with the involvement of another person.
* An additional mind at work: The different background, experience and knowledge that another person brings to the table can contribute to discussions that open up material, as well as different approaches to learning and understanding.
* Co-teaching: It’s one thing to have read and understood a concept, but it’s something else altogether to try and explain it to another person; this act of teaching a concept can boost your own understanding of it.
* Enjoyment: For many people, learning something in tandem with others instantly makes it more enjoyable. Granted, there’s a greater opportunity to screw off, but that can be diminished with a little discipline.
step 2
Choose a learning method
To learn anything, decide on a method that will best teach you the material beforehand, as opposed to simply diving into the material without a plan.
The learning method you choose should be based on two factors. The first is a method that works with your own preferences; there are literally dozens of learning styles, but you can start with visual, auditory and kinesthetic learning styles (ones that largely rely on the senses) or by using a number of assessments to determine which one is best, such as Kolb's Learning Styles Inventory, Jackson's Learning Styles Profiler or Fleming's VARK Learning Style Test. A simple Google search will land you at their testing sites.
The second factor involves what the subject lends itself to. For example, reading material will guide you in some areas, but if your plan is to learn how to ride a bull, reading material can only take you so far; eventually you'll have to actually employ some mechanical learning and get on the beast. Arguably, there will be no amount of reading that can adequately prepare you for that.
step 3
Set a practical context
Whether you’re out to learn something that’s been assigned to you or it’s merely something that has always interested you, you can give the subject an added significance by tying it with something in your present lifestyle. This can also give you an occasion to practice what you’ve learned.
To some extent, tying the subject into things you already know with a view toward a broad understanding of the subject is known as holistic learning -- connecting unfamiliar concepts, ideas and facts to ones you already know or comprehend. For example, if you have an interest in philosophy or you merely like to read, and you are learning to play a sport, you can read Eugen Herrigel’s classic Zen in the Art of Archery, thereby combining a long-term interest with the subject at hand.
step 4
Put what you're learning into practice
To learn anything, there is no better long-term learning tool than actual practical experience. It is also the greatest trial of your learning style, and of course, experience is the best teacher.
If you’re trying to understand how Wall Street works, there may be no better teacher than opening a brokerage account and actually making small trades (although you might want to start using a mock computer program, just in case you lose your ass on an investment). Foreign languages are never more effectively put into practice than through practical interaction with native speakers -- something the internet is particularly geared toward, especially when you live in a small town or the language you’re learning is only commonly spoken in remote corners of the world. In learning to fly a plane, you can study the instruments and practice on a variety of flight simulators, but nothing will serve your experience better than getting into the cockpit (with an instructor, of course) and taking flight.

4 Steps: Stop Worrying
|
Worry has a purpose; it alerts you to issues that require your attention. Excessive worry, however, is unnecessarily debilitating, preoccupying and it can be downright bad for your health. Worrying also has the potential to start a chain reaction that may include keeping you up at night, causing you to lose sleep, which can affect your performance behind the wheel, at work and elsewhere. In short, if you worry too much, you’ll likely experience a tidal wave of after effects that can absolutely overtake your life.
Unfortunately, we can’t just turn it off when people tell us to “stop worrying.” Because it’s easier said than done, we’ve devised four steps to help you stop worrying -- whether it’s getting to work on time, finding an apartment or dealing with the threat of a terrorist attack.
step 1
Nail down precisely what worries you
We often have only a vague idea of the issue that is occupying our thoughts, tying us up in knots and causing us to lose sleep. This is especially true for chronic worriers. However, a lack of understanding about what is really worrisome compounds the problem. So, your first step to stop worrying should be to reduce the issue to its fundamentals and then to write it down in a sentence or two. It is the difference between looking at a daunting 500 page novel, replete with details that may not contribute to your understanding of the book, and reading a short, coherent summary of the main themes.
So, stop worrying about some nebulous issue in the back of your mind and bring it to the forefront of your thoughts. A general worry about the future can be overwhelming, but scaling it down to a specific concern about school, where you’re going to be living in six months or the actions of a girl in your life can help put your worries into perspective. This is true whether you’re worried about one thing or a handful of things.
step 2
Break the concern into manageable parts
Virtually every concern can be divided into constituent parts. This step should be done whenever possible, as doing so provides a means for finding a way to tackle the worry and at least bring you some peace for the time being.
Let’s say you’re worried that your bad credit will prevent you from buying a home. Now, stop worrying for a moment so that you can think rationally enough to break your concerns down a bit. First off, do you actually know what your credit score is? And have you tried to get a home loan with that credit score? If not, you don’t have much to worry about -- yet. If yes, order a report of your credit score online and take a look at what can and what can not be fixed. These things are just parts of your wider problem, and taking a look from this angle can set in motion the senses of relief and calm that will help you stop worrying.
Determine what can be done right now
Depending on the worry, there may be nothing to be done about it this instant. Whether there are things to be done or not, at least you’ll have a plan. If that plan is to do nothing, because there’s nothing to be done, it should certainly help you get to sleep on a given night. Otherwise, making a list of actions that can be undertaken to assuage the worry is a good idea -- the very act of making this list sets the process underway, as it’s something that can be done right now to help you stop worrying.
Let’s take that terrorist attack as an example. An experienced worrier can think: ”What if there’s an attack this week?”; “What about my family?”; and “Who will take care of my dog?” These are valid concerns, of course, but what exactly can you do about it in the moment? Join Homeland Security? Not at midnight you won’t. You can, however, sit down and make a preparation list that includes things you’ll need in the event of an emergency (water, canned food, dog food, a first aid kit, and the like).
step 4
Take action
This last step is the most effective way to stop worrying: take action. Do something about your worry. Having nailed down your worry, broken it down and established what can be done, you have nothing left to do but to do it. Taking action may mean doing nothing but stopping the constant worry if there’s nothing to be done about it.
You can start to attack your credit score one issue at a time. You can head out and go shopping for that emergency kit -- even if it’s 2 a.m., the odds are decent that you can find an open Wal-Mart. You can search the internet at any hour for available apartments in your price range or in your area, write down which ones look good and make a plan to contact them in the morning.
In short, nothing -- nothing -- can help you stop worrying like action. After all, what’s the alternative but to stew in your own worry?

How To: Recover From A Lost Wallet
|
To many people, their wallet is their livelihood. Not only are wallets used for money and credit cards, but they're also used to store personal identification, business cards, and other valuables. When a wallet goes missing, it's also a literal snapshot of its owner that has vanished. The good news is that just like all of life's problems, this one does get better.
Once you know that you lost your wallet, don't immediately jump to the conclusion that it's been stolen. Try contacting businesses that you've frequented or friends who you've visited, and retrace your steps to find out when your wallet last left your pocket. You should also be aware that most banks and credit card companies will put a temporary hold (usually up to 48 hours) on your cards and accounts, so there's no need to cancel everything until your wallet is truly gone for good. If you are able to recover your lost wallet, check to make sure that all of the correct contents are there. This will save you a lot of headaches and hassles.
Here's how to recover from a lost wallet in case you do indeed suffer from an absent piece of your identity.
Talk to the police
Considering everything else that the police have to deal with, it might seem like an afterthought to contact them to report your lost wallet. In fact, when you know that your wallet is gone, this is the very first thing you should do. The police may not be able to find it, but a police report will help you later on if any insurance or liability issues arise.
For the purposes of the police report, you'll need to provide as many details as possible for where you believe it was lost, when and how. In addition, you will need to create a full description of everything in your wallet. If you already did this when you first noticed it was missing, this will make the process of filing a police report run a lot smoother.
Contact your bank
We mentioned that a police report about your lost wallet will help your cause when it comes to liability issues later on, and this is most true when dealing with your bank. Unlike credit card companies, banks will hold you responsible for losses incurred from debit card withdrawals and purchases. Your contact with the bank and an accompanying police report will likely drop that liability down to a maximum loss of $50. A temporary hold on your account can also alleviate losses until you have a police report about your lost wallet in hand.
The bank will also have you closing all of your accounts, since debit cards are usually linked to several accounts. Any balances that you have will need to be transferred into new accounts and the checks that you were using will need to be destroyed. As far as checks go, it's also vital that your bank contacts companies that provide check verification, because you don't want any checks to be accepted from your closed accounts. Once your new accounts are created, you can replace the old checks with new ones and also receive a new debit card and PIN.
Phone your credit card company
While it's true that credit card companies will pick up the tab for fraudulent charges if your card is lost or stolen, that doesn't mean that they will do so without a hitch. As a cardholder, it's up to you to dispute any charges that aren't yours and wait for a resolution. Sometimes these charges will stay on your balance while an investigation is ongoing, so the sooner you report your card as lost or stolen, the better. Don't wait until your next statement to look at your monthly charges. Check online or speak with your credit card representative to determine if any of your recent charges are fraudulent; this will enable an investigation to begin immediately.
Once you have acknowledged that your credit card is lost or stolen, you will receive a brand new card number and expiry date. While this will protect you from any new fraudulent charges that could come about from the old number, a new credit card number can also serve as an inconvenience. This is because it's your responsibility to contact those merchants who exercise pre-authorized billing on your card and charge you at regular intervals.
Get an updated credit report
The activity that goes on through your bank accounts and credit cards is regularly reported back to the credit bureau through three major credit reporting companies: Equifax, TransUnion and Experian. When your wallet is stolen, it's not just the fraudulent charges and account activities that can be troublesome, you're also at risk for identity theft, as someone with all of your personal information could apply for a new credit card or attempt to open a bank account in your name.
To lessen the chances of identity theft, make sure to contact all three of the credit reporting companies and have a fraud alert integrated with your credit report. What this means is that a new bank account, loan application or purchase that requires a credit check will be flagged and the credit agencies will need to contact you for verification. Once you've spoken to the fraud department at each of these agencies, you can also order a complimentary copy of your credit report for review to ensure that everything is as it should be.
Replace missing cards and keys
All financial bothers aside, one of the most troublesome aspects of a missing or lost wallet is the replacement of important cards. Your driver's license or government-issued identification is the best way to identify who you are. If you think that you can get pulled over for speeding and tell the officer that you have no license because your wallet was stolen, think again. Think of any other cards you may need to replace, such as your Social Security Card, and then take the appropriate steps through government-issuing channels to have them replaced.
Cards aren't the only things that might need to be replaced. If you normally carry your keys in your wallet, you will need to get those replaced and also take on the additional step of having all of the appropriate locks changed. You might feel glad to have new keys, but if you haven't changed your home locks, you won't be the only one who has access to you plasma TV and stereo.
new wallet wonders
Losing your wallet is a painful inconvenience, a supreme waste of time and an altogether lousy experience. If your wallet does get lost, there is reassurance to be found by taking additional safety precautions with your next wallet. Consider a cardholder that will keep your important cards together and away from your wallet. Other measures like keeping important account numbers in a safe place for emergency situations and checking your pockets regularly for your wallet are also proactive ideas. While you don't want to lose your wallet, the very least you can do is be prepared if it does happen to tumble by the wayside.

PAPA ROACH - SCARS LYRICS
|
I tear my heart open, I sew myself shut
My weakness is that I care too much
And my scars remind me that the past is real
I tear my heart open just to feel
Drunk and I'm feeling down
And I just wanna be alone
I'm pissed cause you came around
Why don't you just go home
Cause you channel all your pain
And I can't help you fix yourself
You're making me insane
All I can say is
[Chorus:]
I tear my heart open, I sew myself shut
My weakness is that I care too much
And our scars remind us that the past is real
I tear my heart open just to feel
I tried to help you once
Against my own advice
I saw you going down
But you never realized
That you're drowning in the water
So I offered you my hand
Compassions in my nature
Tonight is our last stand
[Chorus]
I'm drunk and I'm feeling down
And I just wanna be alone
You shouldn't ever come around
Why don't you just go home?
Cause you're drowning in the water
And I tried to grab your hand
And I left my heart open
But you didn't understand
But you didn't understand
Go fix yourself
I can't help you fix yourself
But at least I can say I tried
I'm sorry but I gotta move on with my own life
I can't help you fix yourself
But at least I can say I tried
I'm sorry but I gotta move on with my own life
[Chorus x2]
